To enable the removal of the rear brake light cluster once the license plate is side mounted I have found these turn signal clusters from Chrome Glow. Very similar to the way the nightster run / turn / indicate lights work.

Considering a rear fender chop and new brake lights

Would really improve the rear fender, not sure how legal it is to have non reflective rear lights though, I guess the answer is it’s not.
